What You Should Know About Snow Removal

The City of St. Cloud Public Works Department operates a fleet of snow plows that works to clear over 750 lane miles of roads, 42 miles of alleys, 248 cul-de-sacs, as well as municipal sidewalks and parking lots.

Despite what can seem like a complex process, the goal of the City’s plowing efforts is simple: to maintain safe travel for vehicles and pedestrians throughout St. Cloud.

The strategy used for plowing depends on the interaction of several factors:

  • Time the snow began

  • Duration of the snowfall

  • Type of snow – light/dry or wet/heavy

  • Temperature before and after snowfall

  • High winds/drifting

  • Snow accumulation

  • Available equipment/breakdowns

  • Available staff

Your cooperation helps the City get the job done more efficiently. How you can help:

  • Observe St. Cloud’s winter parking ordinance. If a snow emergency is declared and you are parked illegally, your vehicle may be towed to facilitate plowing. Seasonal parking regulations are enforced regardless of snowfall.

  • Inspect your mailbox before the ground freezes, and make repairs if necessary. Mailboxes physically hit and damaged by City snowplows will be repaired by the City, but mailboxes that break from the force of the snow coming off the snowplow is the responsibility of the property owner to repair or replace the mailbox.

  • Boulevard damage caused by snowplows will be repaired by the City. However, the City does not repair or replace sprinklers, fences or other items that are placed in the City right-of-way. It’s okay to mark the edge of the road with plow markers.

  • If your refuse/recycling day coincides with a snowfall, please place your refuse bag/cart or recycle cart out of the path of snowplows. Collections located in the street/alley hinder the crew’s ability to safely plow curb to curb. Garbage and recycling should be placed two feet behind the curb or edge of alleyway to prevent these items from damage during snow removal. Please clear snow from a four-foot radius around your cart for collection day.

  • Due to the number of roads needing to be plowed, clearing your driveway and sidewalk before the street is plowed will require you to clear the end of your driveway and sidewalk more than one time. Plow trucks are not capable of skipping driveway areas. Understand that arterial streets and bus routes are plowed multiple times to improve driving conditions. Your driveway and sidewalk may need to be cleaned after the street is re-plowed.

  • Remove snow and ice from public sidewalks within 24 hours after the end of a snowfall. Failure to comply may result in snow and ice removal by the City. Property owners will be billed for this service.

  • Clear snow from your driveway, but do not push or place it back into the street or alley or across the street or alley. City ordinance 600:05 Subd. 9 declares that it is unlawful to place, push, haul, or plow any snow or ice from any private property upon any street in the City. It is also a violation of Minnesota State Statute 160.2715 to push snow into or across a public street.

  • For safety reasons, please maintain a safe distance from all snow removal equipment. Be aware that the driver may need to turn the equipment around occasionally and may need to back up.

Snow emergencies will be announced on local radio stations, posted on the City of St. Cloud website and social media. To receive a notification when a snow emergency has been declared, please sign up on the City of St. Cloud website and click on “Notify Me”. The sign up for Snow Emergencies is listed under “Alert Center”.
