Organized Sports, Private Classes, Instruction and Fitness in Parks

Minnesota Governor Walz’s Executive Order 20-74, entitled Continuing to Safely Reopen Minnesota’s Economy and Ensuring Safe Non-Work Activities during the COVID-19 Peacetime Emergency, issued additional guidance for sporting activities, youth sports, and outdoor recreational activities that are anticipated to be conducted pursuant to previous Executive Orders.  Refer to Executive Order 20-74 for further information. In summary: beginning June 10, outdoor activities, competitions, practices and sports that allow for social distancing are permitted to occur with special provisions and prohibits gatherings of more than 25 people. The Minnesota Department of Health and the Minnesota Department of Natural Resources has issued additional guidelines for outdoor recreation:

The City of St. Cloud intends to Issue an Administrative Order temporarily repealing certain City Ordinance language regarding Sections 236 and 560, due to COVID 19, allowing for organized sports, private classes and fitness to be conducted in certain parks, which would be free of charge and will not require a special permit for use. These activities shall be subject to the current MN Governors Executive Orders and restrictions for COVID19 set forth by the Minnesota Department of Health and the Minnesota Department of Natural Resources, as they change and evolve over time. All activities must submit a COVID-19 Preparedness Plan.

Guidance for safely reopening Minnesota (COVID19 Restrictions)

The City Administrative Order shall also restrict activities from being conducted in:

  • Whitney Regional Park/Sports Complex (Permits and fees for use will remain in place)
  • The Clemens and Munsinger Gardens (Prohibited location)
  • Eastman Regional Park (a.k.a. Lake George. Multiple construction projects and landscape recovery projects taking place)

The St. Cloud Park & Recreation Department will need to monitor activities, use, risk and accountability, so please follow these steps before conducting your activities:

  1. Fill out Application and Liability Waiver
  2. Email or mail the Application/Liability Waiver to the contact information below.
  3. Email or mail a copy of your intended Safety and Guidance Plan related to COVID 19.
