Comprehensive Plan

The St. Cloud 2003 Comprehensive Plan sets forth the basic guiding principles that have been embraced by the City to shape its future. The Comprehensive Plan serves as the basis for many of the City’s land use and public improvement decisions. The document is also a resource for making private investment decisions ranging from buying a home to developing land.

Plan Availability - A copy of the 2003 Comprehensive Plan can be downloaded from the City’s website by clicking on the links above. Hard copies of the plan are available for review at the St. Cloud Public Library and SCSU Library. The 2003 Comprehensive Plan is also available electronically on cd for $10 (screen quality – 1 disc) or $25 (print quality – 5 discs), as well as in bound hard copy for $75. A summary brochure of the Comprehensive Plan is available for $5.
